Silencer wadding is what is currently in yours, and every other repackable silencer out there. It gets burned away slowly over time so it needs replacing periodically. You don't fit it/remove it as necessary... About 30 quid for a silencer full. Check Merlin, Rally Design, Demon Tweeks etc. All will be revealed... There is a specialist glue remover that works very well, and don't be surprised but it's called 'sticky stuff remover', available at any good hardware stores like ours. I have personal experience as I accidently pieced a aerosol can of carpet glue in the shop and cleaned up with the said stuff. Evostick also do a cleaner. They won't let you on if you fail the noise test, and they'll throw you off if you fail the drive by (if they have one). And you won't get a refund, 'cos you're supposed to turn up with a car that complies with the regs. Same for *every* track day with a posted noise limit...
