The new guidelines may differ but the primary and secondary legislation that inform the guidelines have not been amended which means the "new" guidelines are not significantly different enough from the old as to make an amendment necessary. I did leave going to work off the list as that was always allowed. The one thing that is for sure is that the ministers at the podium are (were) speaking as if going out once a day was law which it never was, it was a guideline. Nor was there ever any distance value placed on how far one could travel to exercise or shop, they were also guidelines which the police enforced and which, so far, no-one has challenged. The published news stories cited the police saying that travelling 2 hours for 30 mins exercise was unreasonable but the legislation made NO MENTION of "reasonable" so their was no basis in law with which to make that determination. I wish there had been a limit or the word "reasonable" (woolly though it is...) in the legislation for phase one as that would have provided a better framework for everyone. The stories about being prosecuted for driving "too far" to exercise or walk the dog or whatever were a poor interpretation of the legislation by the police. Whilst the spirit of the law was to keep people at home or as close to home as possible there was NEVER a restriction on how far one could travel for exercise or food or for medical or support/health reasons in the law. Using the two examples cited I agree that it would be difficult to say fishing was exercise. Tennis was always allowed as social distancing could be maintained. Tennis is exercise though, but I doubt many courts were open and there are no free courts anywhere I can think of where I would play so that's an odd example. To me if fishing was something that calmed the anxiety of lockdown then it would be a legitimate undertaking as mental health is something we must all take care of. The trouble is if anyone got a ticket for going fishing I doubt they would have argued the case with the officer issuing the ticket nor fought it in court later. There is no way to square that circle. Going out for any other reason other than work, exercise, support of a vulnerable person, shopping etc was and still is prohibited but they have tinkered with the margins to make it look and feel like we are moving forwards. Can I drive to the lakes from London to "exercise" now? Yes. Could I have before phase 2? Yes, despite the press and police stories and interpretations of the law there was no legal limit on how far I could travel for exercise. Can I now meet with people outside my household as long as I maintain social distancing? Yes. Could I before? Yes, as long as I was shopping or exercising and I maintained social distancing. I met loads of people whilst shopping... If I had wanted to meet friends before now I'm sure they would have been happy to be asked and answer questions on their health status and would have kept the required 6 feet away, unlike the shoppers in Tesco's/Sainsbury's et al... But that's a small difference. I can now meet a friend without having to have another reason other than I want to. Look around and see if you are in a safe place or acting responsibly. We arnt going to get a magic jab. We arnt going to lock down the country for 12 months and hope it's gone away. Mate of mine is in the police. Most people are being responsible. Thats what they wanted . Rest are as predicted and probably first to get infected and majority not know. One the one hand we do have a flu' vaccine. But we have to get it every year. So is that effective or not? After all, Polio MMR etc are one shot deals... We hope it's part of a package with other care that works in most cases when required. That's why there is no magic answer. Some may wish to lockup at home for 12 months. Fine they have reasons.
