Obtaining a "picture" for signature block

How do I get one of the sheriff badges for my signature block on posts, like what @BCF has?

I think the on line tool used to make these disappeared years ago. Before even BCF's was done. 

There's a link to the on-line album of the ones I did back then here though. I'm afraid all you can do now is just copy an existing one, or if any good with Photoshop, I guess you could alter the number to be unique!
