I'm really happy with mine, you can use external mics but you need to buy a different case for it if you want to keep it water proof (otherwise you can drill a hole through the supplied case)

Not sure on format, think they're mp4's but I'm not too clued up on video formats.

Can you use external mics? Yes - preferably a powered mic with its own battery as this produces better sound. A cheap one I have I have good success with is an ATR3350. You will need to either buy the skeleton case or do what I did - drill a hole in the case as I was not going to use that one under water. You will need to experiment with positioning out of the wind - near throttle bodies, in the boot box under a cover, or way up under the dash seem to be best. Jeff's sound in his video above is the best I have ever heard from a GoPro in a track environment so he is the expert on this.

What format do they use ? Output is MP4

Can you edit the footage in say Movie Maker or Vegas 4.0? Yes. Can use MM, Vegas, Powerdirector, Final Cut, Pinnacle, etc.

One other thing - get a decent mount that does not transmit vibration otherwise at 1080 30fps you will get "rolling shutter" or wavy looking video images. Manfrotto make a good clamp with a screw stud that was cheaper than the GoPro roll bar mount. If you still get wavy images then try dropping the recording to 720 60fps as the higher frame count helps without dropping the quality too much. The opening scenes with the silver car in the following video show the wavy effects of the vibration from a 1080HD 30fps compared with the later red car (2.10) which had its Gopro set to 960HD 48fps or the yellow car (3.20) which had its camera set to 720HD 60fps. The wishbone cam was a cheap Md80 one running at 480 30fps.

With regards the External Mic I have two set up

For track days, mine is set up as per Jeff's, i.e. attached to the throttle bodies immediately next to the air filter with the cable wrapped in some reflective material and cable-tied away from anything hot and fed back through the scuttle, I still use a mic guard but this set up is completely out of the wind so you get a great induction sound plus a bit of mechanical noise, notably the injectors ticking away. Not noticable if you are constantly 'on it' though! :d

For blats, (and as a track day back up), I have one tucked away between dash and aeroscreen. Works well, picks up some environmental and mechanical noise plus any in-car conversation, (which can be a laugh), but the induction sound still dominates. This set up does pick up the exhaust note as well, so the overall sound effect seems deeper.

In both cases I use this powered mic, which Gadgetman recommended to me and Cros mentions he uses above. No distortion at all and the best I've used by a long way and I've tried a few. Just gotta remember to switch it on and off again!
