Most PVC systems have make up pieces to allow for excessive plaster lines etc and simply having thm put on and trimmed up would normally cure the issue PROVIDED that the frames were then anchored to the wall . At worst the contractor would need to replace the side frames , but that would depend on whether you were happy with the extra thickness of the frame with th extension pieces. If they had used them in the first place I don't think there would be an issue , but an inch of foam is excessive and not best practice though I doubt anything sinister just a dangler up . The resolution is your call but as it is, is not acceptable. I hope that the responsible party owns up and sorts it for you .
