Obstruction of speedo + revs

No sva required, car is a 91 se, registered.  I am currently

changing from 13" st/wheel, to a 10"1/4  wheel with quick

release boss.  

The new wheel slightly obstructs the top brow of both clocks

is this legal ?  or is it time for a new dash panel.?

Also, how many warning lights should i have?

I have four at the moment, 1, lights,

                                     2, low brake fluid,

                                   3,4, L/R indicators,

And me.

Car was registered in 1990 - passed every MOT since no probs
