o/t drainage/sewer pipe blockage!

on the house i rent out, the pipe from the manhole keeps blocking resulting in the manhole overflowing with s***e  :0  :0 , i think there must be an obstruction about 15 feet down the pipe just before the pipe meets the main sewer  as the rods seem to only go so far then wont go any further , this will be about 5ft the other side of my boundry and in the back street.

there is no manhole nearby and I cant think of an easy fix, is this my responsibility or the water boards  ???  ???  ???

On who's land is the blockage and is it a public "adopted" system or on private land ???

Might be blockage and in need of a good jetting or at worse could be a collapsed drain which will need replacing  :(

blockage is underneath a tarmac"d back street between two streets o houses which im pretty sure the council maintain,  there isnt anything on the deeds about me maintaining it anyway ??

I have rodded it freely past my boundry but think as the house was empty for some years something has set in the pipe and obstructing it  :(

If it's a foul water drain then the blockage will be the responsility of the land owner under which the blockage occurs (probably the council).  If it's a surface (rain) water drain then that'll be you're responsibility to repair.

Unfortunately because you'll have to dig up the grass verge/footpath/road or whatever public land to fix the fault you'll need to use an appropriate contractor with the necessary public liability insurance to apease the council (or do it on a bank holiday weekend :D)

all the rainwater and toilet turds go into a manhole in the yard then from there out into the main sewer  ???  ???

That'll be a combined system then - I'd try ringing yer local council and reporting a blockage in their manhole in their lane and tell em its a health hazard being full of excrement  :(  ;)  :( - They should have their own list of approved emergency contractors that will jet it - don't tell em you rodded it else they may say you have compacted it  :D  :D

Yes as Mr S said  :p

I forget whether it's part of the Public Heath Act 1961  or Building Act 1984 (I've got a copy on my desk at work so I'll have to check) but basically it say's in their that it's the owner of the land upon which the drain is that is responsible for it's up keep and repair.
