The trouble (for the plumber) was the ground floor of my house is asphalt.

????? Asphalte ???

I recently carpeted a new barn conversion.

Any carpet has a `Tog` rating thereby negating the benefits of UFH!!!

If its crumbling it sounds like the mix might have been wrong as sand and cement usually set very hard and heat doesn't effect it.

Sounds like there isnt enough around it to form a monolithic covering and it's cracking around the pipes. Could you possibly brake out/remove the cracked screed and replace but increase the thickness slightly and introduce chopped fibre strands into the screed to prevent the cracking as this reinforces screeds (recommended in ANY sand/cement screed)
