A mate has a 1995 Subaru impreza, it has what looks like some sort of boost solenoid (drivers side bolted to the inner wing/strut )

does this solenoid limits boost in 1st and 2nd to help stop wheel spin? or is it for detecting over boosting? (boost cut)

anyone know?

It is an ECU controlled 'bleed' for the boost signal to the wastegate. Without it the wastegae would open at a fixed lowish boost value, and you would only get limited boost. With it, the ECU allows a higher boost to be developed. Remapping your ECU allows this to be increased. Some systems allow different boost profiles in each gear to do things like prevent wheelspin, or limit torque to the gearbox.
