Lateral Thinking Puzzle #5

Hello, and welcome to the Lateral Thinking Puzzle #5.

A puzzle will be presented to you, and you have to solve it, using only questions that can be answered by me with either a "yes" or a "no".  I may also clarify something in more detail, but only if I think a "yes" or "no" answer will cause trouble or deviation.

You may propose a detailed answer to solve the puzzle at any time, but do bear in mind that I can only answer "yes" or "no", and if your answer is not completely right, you won't win!

If you already know the answer to this puzzle, please don't spoil it for the rest - PM me with the answer and you will get a mention.

The winner will receive tonight's star prize, a gallon of purified water, delivered by the next rain cloud.

Disclaimers: No salesman will call.  Void where prohibited by sanity.  Your house is at risk if you set fire to it.

So, here we go:

An ordinary British citizen, with no passport, visits over thirty foreign countries in one day. He is welcomed in each country and leaves each one of his own accord.

How does he do this?
