I googled witches hat for buckles, and found something. Even better, Ali already has what you suggested I need

Oh dear. I hope Ali doesn't see this!!! 

 

Ironically, I've had a set in the garage for a year that were for sale with my Harnesses and they sold two weeks ago! 

 

You should be able to make some with a sewing machine, with some 'leatherette' or black vinyl material fairly easily.
