From reading it you can see the majority who responded were classic car people as they were less willing to agree to many mods and recreations etc. I can see why when you have say a Bentley with just one part relating to the V5 suddenly become a whole car and priced accordingly.

 

For the kit side I cannot see to many changes being recommended but the one suggesting they should never be historic vehicles would lead to never having the luxury of free road tax and no requirement for MOT. I am not in favour of having no MOT for any cars as some currently on the roads should not be and one bad accident caused by a classic or Kit would be used against them

Having just read it, I fear the DVLA & Gov.org will continue to spank all motorists, they like their revenues for looking after our roads after all. And agreed a MOT should be every road going car & bike for every year & shouldn’t be a major hardship for any motorist, some cars only travel to & from the testing station per year, but gets them out on the road. 
But if a refurbished or modified car is classed as one that had a new set of shocks fitted they couldn’t police it. 
Ultimately, I doubt any decision they make will favour the average Joe.
So I say use your cars as often as you can & enjoy them for what them mean to you! as blanket 20mph limits, hikes in Road tax, ULEZ, Toll road/bridges/tunnels + increased duty on fuel when they get to a point they only need to produce 10,000 gallons a year when everyone drives a Renault Twizzy is there to try to stifle our enjoyment. 
No offence to Twizzy drivers untended 🤪

My campervan in 4 years would become historic… except I changed the engine and fuel type meaning it can’t… the fuel cost saving with it being Diesel  is about the same as the road tax so there is not much chance of me wanting to revert to an under powered, unreliable, carb fueled petrol….  To save the road fund.     Realistically converting a 1965 Aston to electric, paying road fund licence is the least of all the costs..
