What is this? Seat runner fastener

Can anyone identify this rivet and the correct tool to fit? It’s holding the seat runner to the seat.

Looks like a normal steel plated pop rivet, you’d need to measure the diameter of the shank to get the correct size.  The head size looks a bit small for the hole it’s fitted through though.

Normal pop rivet but needs one with bigger head or washer fitted.

Yes a rivet in need of a washer by the look of it

Od 10mm, id 8mm. Not a normal size pop rivet.
