I don't think there is a "scooter" taxation class (but I haven't looked so cue someone else to chime in and make me look a chump... agian...), it's a coloquialism, like "hoover"... On a hybrid with slick road tyres, In a 40 limit, it was great until some burke in an Audi overtook me just to prove a point, immediately got stuck in traffic (which was visible before he decided to overtake) and then cut into the kerb to stop me passing. Bicycles don't stop as quickly as cars and braking hard whilst turning is a good way to end up sliding down the road on your face, so that was pretty hairy.
