Especially for performance/trackday tyres commonly sold in the US market. (One of the US motorsports governing bodies used the treadware index to try and block certain high grip tyres a few years ago. and low and behold the manufactures involved "re-formulated" the tyres compounds and now sells them with a higher treadware index, that is allowed.
