Harlow council and gatherings of vehicles

So another area gets tough on groups of vehicles in ride outs ...

http://www.itv.com/news/anglia/2016-05-21/injunction-taken-out-against-bikers-in-harlow/

The injunction bans groups of two or more people from taking part in unauthorised ride outs between 10am and 12midnight on any public land or public highway in Harlow. It covers ride outs involving both motor cycles and motor vehicles. Anyone breaking the injunction would be in contempt of court and may be sent to prison.

The injunction forbids the following activities as part of an unauthorised ride out:

Excessive noise.

Danger to other road users including pedestrians.

Damage or risk of damage to private property.

Any nuisance to other persons not participating in the unauthorised ride

Driving at excess speed.Driving in convoy.

Racing another motor vehicle.

Performing stunts.

Sounding horns.

Playing loud music.

Dropping litter.

Shouting or swearing at, threatening or otherwise intimidating others

It was a scientific traction control test, m'lud - not a 'stunt'

I reckon this cell looks more comfortable than the Stoneleigh camping though.

Many people will welcome this thinking that it is designed for others, like bikers, but this means that at a whim if three Westfields were being driven and someone in authority takes a dislike, legal proceedings would follow.

I for my sins am part of a local "friends group" which helps to run a fishing lake at the front of my house. When a few lads were night fishing and drinking other locals want a ban on drinking in the park to deal with it. When it was pointed out that would mean no picnics with drink, well it will not mean us just the bad people. The law when badly written includes everyone.

This in Harlow is another knee jerk reaction. The police already have the power to do people who are prats, the council just want no prats in their area. What next "sheriffs" running people out of town?

I despair that some peoples hobbies are easy targets for councils to ruin

The only action to this woukd be to target groups who target any kind of drive out. As soon as you see nore than two of them complain.

How do you get authorisation? And what if you only leave in 2s

Nuisance particularly from the
illegal
riding of motorbikes is blighting people's quality of life in Harlow and the Council will not stand by and do nothing.

It is becoming an increasing problem, not just in Harlow but other areas in the country, and now we are approaching the warmer months we want to put deterrents into action.

The injunction is one of a number of measures the Council working with the Police has in place to target the issue of nuisance bikes.

– HARLOW COUNCIL SPOKESMAN

Why is this injunction necessary given the 'illegal' activity? Shouldn't that illegality already be enough to allow prosecution?

An injunction that pre-emptively bans an activity surely takes away the 'innocent until proven guilty' nature of what might be a perfectly well behaved 'ride out'

As Mike says enough in place already if they want to do something. By setting this ban they can take immediate action against anyone they like.

Funny how certain groups are being labelled as guilty if two or more gather with a vehicle yet groups of demonstrators or any ethnic group, or religious intolerance or cyclists can do what they want in Harlow without fear of persecution so long as they are not riding a motorcycle or driving a car.

Thin end of a wedge here. How does that saying go,

First they came for the boy racers and I did nothing. Then they came for the motorcyclists and I did nothing. Then they came for me and no one did anything
