Don't know about that specific one but our gadget lad at work here has just bought a £30 tracker off ebay for his new car and it works brilliantly. You can ping it with a text message, it'll give you location, speed and heading, click the link on the phone and it'll give you a map. He's wired it into a permanent power supply but there's a battery back-up  if the cord gets cut, it's also got an immobiliser function you can activate remotely via your phone.

 

One thing he did say was the SIM card that came with it had an expensive contract so he replaced it with a Giffgaff PAYG SIM card and pays 10p a message.
