There are only a few gel coat manufacturers so you may be able to match their colour charts to the colour you want and get a RAL or BS number from the colour chart to get the paint made . I dont know what company old Westfield used but Midas and Quantum used LLewelyn Ryland and Scott Bader https://www.scottbadergeltint.com/colour-range

I can - but a colour can look great on paper (or another car) and then look naff on a Westie…

If you don't have existing parts to colour match it with, surely you have more freedom to choose whatever shade of blue you like the most?

Has anyone got any fibre glass off cuts of electric blue? I’m looking to paint my car that colour and want to get a colour match…

Is that the same colour as your car @Mat Jackson 1975? If so you can get it scanned. Many paint suppliers can do that and give you either an exact match from the paint database or the closest to it.
